23rd Working Group Meeting of India-Russia Inter-Governmental Commission on Military Technical Cooperation Held in Moscow
The 23rd meeting of the India-Russia inter-governmental commission on military technical cooperation and defence industry took place in Moscow on October 29, 2025. Co-chaired by India's Defence Production Secretary Sanjeev Kumar and Russia's Andrey A. Boytsov, the meeting resulted in signing a protocol to enhance mutual cooperation. Concurrently, India and Russia held a 5th working group meeting on military cooperation in New Delhi, reaffirming their commitment to strengthen defence ties under a special strategic partnership.
On October 29, 2025, the 23rd Working Group Meeting of the India-Russia Inter-Governmental Commission on Military Technical Cooperation and Defence Industry was held in Moscow. The session was co-chaired by Sanjeev Kumar, Secretary of Defence Production from India, and Andrey A. Boytsov, First Deputy Director of FSMTC from Russia. The meeting concluded with the signing of a protocol aimed at outlining areas of mutual cooperation, collaboration, and growth between the two countries in the defense sector. Following the meeting, Sanjeev Kumar visited the JSC UEC-Klimov Plant in Saint Petersburg, a facility specializing in high-performance turboprop engines, where strategic discussions focused on maximizing localization of critical manufacturing processes. Simultaneously, on October 28-29, India and Russia's 5th Working Group on Military Cooperation under the India-Russia Inter-Governmental Commission on Military and Military-Technical Cooperation met in New Delhi. Co-chaired by Air Marshal Ashutosh Dixit and Lt Gen Igor Dylevsky, the meeting reviewed existing defence cooperation plans and explored new avenues for collaboration including training exchanges and new initiatives. Both meetings underscored the enduring and evolving defense partnership between India and Russia, emphasizing the Special and Privileged Strategic Partnership framework to elevate bilateral military-technical collaboration and defence industry cooperation.
