BPCL Signs Three MoUs to Boost Refining, Petrochemicals, and Green Energy in India
Bharat Petroleum Corporation Limited (BPCL) signed three key Memoranda of Understanding (MoUs) with Oil India Limited (OIL), Numaligarh Refinery Limited (NRL), and Fertilisers & Chemicals Travancore Limited (FACT) to enhance India's energy infrastructure. The agreements focus on building a greenfield refinery and petrochemical complex near Ramayapatnam, constructing a cross-country petroleum product pipeline, and advancing green energy initiatives through waste-based compressed biogas and organic fertilizers.
At the 28th Energy Technology Meet 2025 in Hyderabad, BPCL entered into three strategic MoUs with major Indian energy companies OIL, NRL, and FACT, marking a significant advance in India's refining, petrochemical, logistics, and green energy sectors. The landmark non-binding MoU with OIL involves developing a greenfield refinery and petrochemical complex near Ramayapatnam Port in Andhra Pradesh, with an estimated investment of ₹1 lakh crore (approximately US$11 billion) and a refining capacity between 9–12 million metric tonnes per annum. This project has secured necessary statutory clearances and 6,000 acres of land, positioning it as southern India's first integrated complex with a planned 1.5 MMTPA ethylene cracker unit to boost petrochemical intensity. Additionally, BPCL, OIL, and NRL signed a tripartite MoU to build a 700-km cross-country pipeline from Siliguri to Mughalsarai via Muzaffarpur, worth approximately ₹3,500 crore, to improve product evacuation capacity following NRL's refinery expansion from 3 MMTPA to 9 MMTPA. This pipeline will transport key petroleum products such as Motor Spirit, High-Speed Diesel, and Aviation Turbine Fuel, with ownership split between BPCL and the other parties. The third MoU with FACT focuses on sustainable green energy efforts, wherein BPCL will supply and market organic fertilizers derived from compressed biogas produced at its municipal solid waste-based plant near Kochi. This facility will process 150 metric tonnes of waste daily, generating substantial quantities of compressed biogas and organic fertilizers, advancing circular economy goals and supporting sustainable agriculture. Collectively, these agreements reflect BPCL’s integrated growth strategy targeting refining expansion, petrochemical development, renewable energy integration, and enhanced logistics infrastructure, aligning with India's commitment to sustainability, energy security, and a net-zero emissions future.
