Delhi Intensifies Anti-Pollution Drive: Over 20,000 Challans Issued Under GRAP-2
Delhi authorities have issued more than 20,000 challans to polluting vehicles under GRAP-2 since October 19, 2025, each carrying a fine of ₹10,000. Entry of non-Delhi-registered commercial vehicles running on diesel or petrol below BS-3 standards is being blocked. A CAQM directive bans such vehicles from entering Delhi starting November 1, though BS-IV vehicles are temporarily allowed until October 2026. Only CNG, LNG, electric, and BS-VI vehicles face no restrictions.
Since the implementation of Stage-II of the Graded Response Action Plan (GRAP-2) on October 19, 2025, Delhi traffic police have intensified enforcement against vehicular pollution, issuing over 20,000 challans for lacking Pollution Under Control Certificates (PUCC), with each violation attracting a ₹10,000 fine. Additional Police Commissioner Satya Vir Katara emphasized that commercial vehicles running on diesel or petrol below BS-3 standards and not registered in Delhi are being turned back at the city's borders. This action is part of broader measures to address Delhi's severe winter air pollution, with vehicular emissions identified as a major contributor. The Commission for Air Quality Management (CAQM) has further tightened restrictions by banning the entry of all non-Delhi-registered BS-III and below standard commercial goods vehicles into the capital from November 1. However, as a transitional measure, BS-IV compliant commercial goods vehicles will be permitted until October 31, 2026. There are no restrictions on commercial vehicles registered in Delhi, or those powered by CNG, LNG, electricity, or meeting BS-VI emission standards. The CAQM underscores that these measures aim to strengthen long-term pollution control strategies under GRAP, urging public cooperation to improve air quality in the National Capital Region.
