Delhi: Over 9,000 Vehicles Fined for Violating Pollution Norms Amid New Entry Restrictions

Delhi authorities have fined more than 9,000 vehicles for pollution norm violations as part of intensified actions under the Graded Response Action Plan (GRAP). Since November 1, 2025, a ban on entry of non-Delhi registered commercial goods vehicles not meeting BS-VI emission standards has been enforced. The police issued over 20,000 challans targeting polluting vehicles without valid Pollution Under Control Certificates (PUCC).

Delhi is enforcing strict pollution control measures to combat worsening air quality by intensifying vehicle inspections and issuing fines. Since October 19, 2025, under GRAP-2, authorities have issued over 20,000 challans, mainly against vehicles lacking valid Pollution Under Control Certificates (PUCC), carrying fines of Rs 10,000 each. Furthermore, starting November 1, 2025, all non-Delhi registered commercial goods vehicles that do not meet the BS-VI emission standards are banned from entering the city, a decision by the Commission for Air Quality Management (CAQM). This includes BS-III and BS-IV diesel trucks, tempos, and goods carriers from other states. Vehicles registered in Delhi and those compliant with BS-VI or running on cleaner fuels like CNG and electric vehicles are exempt. These measures aim to reduce vehicular emissions, a key contributor to Delhi’s severe air pollution, especially during winter months. Delhi Police have also been directed to prevent entry of non-compliant vehicles at city borders and conduct rigorous checks within the city to enforce these rules. Additionally, waste segregation efforts are being expedited to address pollution from other sources. Despite these efforts, pollution remains a challenge, underscoring the need for continued cooperation between authorities and the public to improve air quality.
