India Launches First Parametric Insurance Pilot for Coastal Cyclone Resilience

SEEDS, Howden India, and New India Assurance launched a pioneer parametric insurance pilot on October 29, 2025, providing cyclone-hit coastal communities in Tamil Nadu with rapid, data-driven payouts based on wind speed. Covering 2,500 families, this innovative model aims to improve financial resilience and speed disaster recovery for vulnerable fisherfolk amidst rising cyclone risks.

On October 29, 2025, SEEDS in collaboration with Howden India and New India Assurance introduced India’s first parametric insurance pilot targeting cyclone-affected families in Cuddalore district, Tamil Nadu. The scheme covers 2,500 vulnerable households, mainly fisherfolk, providing automatic insurance payouts up to INR 25,000 indexed to cyclone intensity and proximity parameters, eliminating lengthy damage claims. This innovative insurance model, launched on the anniversary of the 1999 Odisha Super Cyclone, is designed to accelerate financial recovery by linking compensation directly to meteorological data such as wind speed, ensuring speed, transparency, and dignity. As cyclones increase along India’s coasts, this initiative represents a shift from reactive relief to proactive resilience, with expected lessons to extend parametric insurance to floods and heatwaves. SEEDS emphasizes integrating climate science, finance, and community engagement to build long-term adaptation. Howden India brings global expertise in climate risk solutions, while New India Assurance provides institutional backing as a leading domestic insurer expanding its parametric insurance offerings under its Nishchit Suraksha brand. The model aims to reduce the economic fragility of coastal families and promote faster recovery from increasingly frequent and severe cyclones in India.
