At the upcoming COP30 climate summit in Belém, Brazil, India is set to prioritize the establishment of fair, country-specific adaptation metrics that account for the diverse national circumstances of developing countries, ensuring that these indicators do not place them at a disadvantage. India stresses the need for a framework that enables transparent tracking of financial flows, technology transfer, and capacity-building support from developed countries to support adaptation efforts. The Global Goal on Adaptation, created under the Paris Agreement but only broadly framed at COP28, still lacks clear targets and adequate support mechanisms. COP30 aims to refine this goal with measurable indicators to fairly track global progress and scale up protections for vulnerable populations. India’s agenda also highlights the importance of multilateralism in tackling climate challenges, addressing geopolitical complexities, and advancing updated nationally determined contributions (NDCs) for 2030 that enhance ambition in emissions intensity reduction and renewable energy capacity. Moreover, India advocates for finance that is transparent, non-debt-creating, and predictable, aligning with global calls for closing the adaptation finance gap and operationalizing the Baku-to-Belém Roadmap. The summit represents a critical moment to strengthen climate resilience and justice for developing nations under the evolving international climate regime.
