Kazakhstan's Petrochemical Industry Surges 173% Amidst Major Project Developments

Kazakhstan's petrochemical industry reported a significant 173% growth between 2023 and 2025, reaching 619,000 tons, as announced by Temirlan Urkumbayev. The country is transitioning towards deep oil and gas conversion, launching a 500,000-ton polypropylene complex and starting construction on a 1.25 million-ton polyethylene project. A new petrochemical law is also being drafted to enhance infrastructure, secure raw materials, boost investment, and strengthen export potential, confirming steady sector development.

Kazakhstan’s petrochemical industry has shown remarkable growth, with production soaring by 173% over the past two years, from 358,000 tons in 2023 to 619,000 tons in 2025. This significant expansion was highlighted by Temirlan Urkumbayev, director of the petrochemicals and technical regulation department, at the XIII annual Kazneftegazservice 2026 conference. The country is strategically transforming its oil and gas sector, moving from a raw material model to deep conversion, with a target of approximately 600,000 tons for 2026.Key to this development are major industrial initiatives. An integrated gas-chemical complex for polypropylene production, with a capacity of 500,000 tons per year and an investment of $2.6 billion, has been successfully launched. In 2025, it produced 375,000 tons and created 600 permanent jobs. Additionally, construction is underway for an even larger polyethylene project, projected to produce 1.25 million tons per year, with a launch planned for 2029. This project aims to secure domestic polymer supply and create new opportunities for related industries.To support this burgeoning sector, a new petrochemical industry law is currently being drafted. This legislation is designed to ensure equal access to raw materials, develop essential infrastructure, and foster the domestic petrochemical market. It is expected to stimulate further investment, accelerate project implementation, and significantly strengthen Kazakhstan’s export potential, cementing its position as a growing player in the global petrochemical landscape.
