A ship carrying Russian naphtha has been unable to unload its cargo off India's western coast since October 26. This follows new U.S. sanctions on Russia, which have prompted Indian refiners to reduce Russian oil imports. The ship, loaded at the Russian port of Ust-Luga, was destined for Mundra in Gujarat. India is the second-largest buyer of Russian naphtha, but recent sanctions have complicated these imports. HPCL-Mittal Energy, a major refiner, has stopped purchasing Russian oil to avoid dealing with sanctioned entities. Despite this, most naphtha shipments from Russia to India in October remain at sea.
