TA’ZIZ Awards $1.99 Billion EPC Contract to CC7 for UAE’s First Large-Scale PVC Complex

TA’ZIZ has awarded a $1.99 billion EPC contract to China National Chemical Engineering & Construction Corporation Seven (CC7) to build the UAE's first integrated polyvinyl chloride (PVC) production complex in Ruwais. The facility will produce 1.9 million tons per year of chemicals vital for construction, infrastructure, packaging, and healthcare sectors, with completion targeted by Q4 2028.

TA’ZIZ, a joint industrial venture in Abu Dhabi, has contracted CC7 for $1.99 billion to engineer, procure, and construct a major specialty chemicals complex known as Project Salt within the TA’ZIZ Industrial Chemicals Zone at Ruwais Industrial City. This project represents the UAE’s first large-scale, single-site PVC production facility and ranks among the top three largest of its kind worldwide. Upon completion, the complex will produce approximately 1.9 million tons annually of key chemical products including polyvinyl chloride (PVC), ethylene dichloride (EDC), vinyl chloride monomer (VCM), and caustic soda. These products support critical sectors such as construction, infrastructure, packaging, and healthcare both locally and internationally. The contract was announced at ADIPEC 2025 following a competitive bidding process, where CC7 surpassed its closest competitor, Samsung E&A of South Korea. The project is designed to maximize efficiency and resource use, contributing to the UAE’s strategic goals of industrial diversification, localized production, and enhanced chemical self-sufficiency. Completion is expected by the fourth quarter of 2028, reinforcing the UAE’s aim to become a competitive chemicals manufacturing hub and bolster its export strategy.
